Micropole assists the French National Cancer Institute (Inca) in the design and implementation of a system for steering and monitoring activity indicators

As the French government's health and scientific agency, INCa develops expertise and finances projects in the field of cancer. Every day, INCa processes thousands of data resulting from exchanges with numerous partners. INCa must have efficient tools, allowing it to exchange data efficiently, to reinforce its position at the confluence of all cancer-related projects, to stimulate and federate the various actors in the fight against cancer, and finally to communicate effectively on its projects and actions to the general public and institutions.

With its expertise in the health sector and its specialization in structuring tools (activity management, PPM, decision-making, statistics, multi-channel communication), Micropole is supporting INCa in the design and implementation of a system for managing and monitoring activity indicators, with the aim of centralizing and optimizing the exchange of multiple data relating to cancer with its partners.

An ambitious project to build an "ultra-communicative" software architecture

INCa's General Management supported this large-scale project and gave the IT Department the task of implementing it. The latter relied on the know-how and skills of specialized consultants from the Micropole group (consulting and engineering).

This association has made it possible to build an "ultra-communicative" software architecture including :

  • The implementation of a project management tool (PPM)

This strategic component of the IS master plan meets several key challenges: to enhance the value of INCa's work with political decision-makers, its supervisory authority and the public, to affirm and disseminate the project culture within the agency, and to optimize the management of the resources allocated to it.

The tool, which is based on CA Technologies' Clarity solution (project portfolio management, planning, budget tracking, activity indicator tracking, reporting, steering, e-learning, etc.), will strengthen interactivity and communication between INCa members and its partners, particularly for mission and program tracking.

Micropole and its publisher partner CA technologies are currently deploying the solution to all of INCa's departments and services, with the first production launch scheduled for the second half of 2012.

Micropole's expertise and perfect knowledge of INCa's business challenges enabled it to make the most of CA Clarity PPM and thus provide the institute with the agility, visibility and control necessary for reliable and efficient management of its projects," comments Jean-Christophe Moch, Public Sector Director at CA Technologies.

  • The design of the decision-making information system (DIS), in interaction with the PPM

Micropole was asked to bring together all the business indicators used by INCa, which until then had been in "silo mode", to create a data warehouse (datawarehouse running on SAP Business Objects) with the aim of making the data more reliable and improving access to it and exchanges between internal collaborators, and with partners (INVS, INPES, CNAM, etc.) and institutions (Ministry of Health, INCa Presidency). Micropole advised the IT Department in the choice of a BI architecture, proposed a comparison of tools, and provided the necessary skills to deploy this new global solution.

A success based on team synergy (business, IT, Micropole, CA Technologies)

"The Information System designed by the Micropole teams is now in its V3 stage in less than 6 months. This IS contributes effectively and significantly to the improvement of all the processes linked to INCa's missions, such as steering by results, coordination, validation and information distribution," he adds.

" To carry out this ambitious project, we drew on the expertise of our e-Business and e-Health departments, not to mention our Data Mining experts. In total, more than 15 people were mobilized to carry out this mission," adds Cédric Pin, Deputy Managing Director of Micropole France.
